recently, the zhejiang lng terminal phase ii project undertaken by offshore oil engineering co., ltd (cooec) as the leading party was conferred the 2022-2023 national project excellence award issued by china association of construction enterprise management. cooec is the only epc contractor in tianjin that has won this award, and the zhejiang lng terminal phase ii project is the only lng project in china that has been conferred the award. this achievement is of great significance for accelerating the planning and construction of a new energy system and provides strong support for achieving the “double carbon” goals.
established in 1981, the national project excellence award is the earliest, highest-standard, cross-industry, and cross-professional national quality award in the field of project construction acknowledged by the state council of china, and it represents the supreme honor with respect to construction quality.
the zhejiang lng terminal phase ii project is a key project within china’s national gas production, supply, storage and sales system, and it is intended for undertaking the important task of ensuring stable gas supply in zhejiang. as the leading party of the project epc contractor, cooec aims to deliver a “national excellent” project, supported by closed-loop management and driven by technological innovation, and maintain refined quality management in an all-round way. the project management team established a management system in which “the demonstration project leads the way”, prepared inspection cards for inspection points, established a set of clear work processes, key control points and acceptance criteria, built a database of project quality cases, carried out typical experience and case sharing sessions, and created a closed-loop quality assurance system.
during the execution of this project, the tt (tip tig) welding process was applied to cryogenic lng storage tanks for the first time, achieving a one-time pass rate of 99.67% for welding, which is much higher than the average industrial level. the innovative “pile and column integration” technique was employed for pile construction, achieving a success rate of 100% for one-time pouring of piles. the concrete overfilling method was used to resolve the risk of nonconforming piles, which shortened the construction time of pile foundations by 45 days. therefore, the key quality indicators of the zhejiang lng terminal phase ii project, such as the pass rate of concrete pouring, inspection pass rate, the excellence rate of class i piles in pile foundations, and the one-time pass rate of welding, all exceed the quality standards for national excellent projects.
cooec has undertaken nearly 40 lng storage tanks and terminals with a total capacity greater than 33.00 million tons per annum (mtpa) as the leading party, ranking first in the industry with a market share of nearly 50%. additionally, cooec has made more than 150 technological achievements in the field lng projects, obtained nearly 300 intellectual property rights, and developed the capability for the whole-process consulting, overall planning and design of large lng terminals measured at the 10.00 million-ton scale, laying a solid foundation for the development of china’s lng industry.
